Peter Mount asked about data rates.
My calculations for the NOFS MkIV system
give the following values:
  10 V/I frame pairs per hour
  10 hours per night
  250 nights per year
My processing will only pass those stars that
are seen in both V&I and are 3 sigma above sky.
That still gets us to V~14-15.  There are about
14 million stars to that depth in 40K square
degrees, or about 350 stars per degree.  The
numbers above yield 441K square degrees covered
per year, or 154 million V&I star detection pairs
per year.  From one site.
  What is the current size of the Mk III database?
