[TASS] Mark III vs Mark IV code and MS vs Linux



I think I agree with Tom and Glenn that the Mark IVcoding effort should be
split off from the Mark III code, i.e. we shouldn't try to keep both the
same.  This will make the effort easier and more straight forward.

I would however, like to see some effort to keep as much of the code as
possible, in particular the ip library, non gcc/Linux specific.  At this
point I don't have gcc and I am somewhat hesitant to add yet another wrinkle
to my workload.  If we can keep the code friendly to both gcc and MS Visual
C++ it would help not only me but Ted and others as well.
