Tom's right.  I think astronomers have been doing this from
the days of glass plates.  There is a pair of functions in the
CFITSIO library that will convert x,y on a CCD to ra,dec and
the other way around.  The routines handle the polar area,
rotated CCD chips and the projection of a shpere onto a plane.
There are likely many more libraries with this function.
