A few questions we may want to think about before we
begin using this:

1) Does it work?  I have not yet been able to check out the sample
   programs across the network.  If anyone has done this
   please post instructions.  (No, the web based interface
   does not count.)

2) How "fine grained" do we need the access control to be?
   In other words when someone is given access do they get
   access to the whole CVS system or just one program?  I'd
   much prefer the latter.

3) Has Michael thought through the security implications
   of giving someone access to CVS.  If he is using the
   "rsh method" he is essentially giving away full access
   to his whole machine.  Michael, if this is not acceptable
   CVS will need it's own computer
