The install script should have made a set of links in /usr/local/bin
that point back to ../irafbin/bin.redhat.  so if "cl" is not in /usr/local/bin
something went wrong.  Maybe you were not logged in as root when you ran
"install".  Or, maybe the link really is in /usr/local/bin but /usr/local/bin 
is not in your execution search path.
