Update to Tech Note 55 - compression

Thanks to Michael Richmond for quickly adding my updated Tech Note #55
to the TASS Web page. This Note is a compliation of TASS email
discussion about compression including results and data. I hope it
informs further efforts and is a convenient reference to methods and
results.  Please report any corrections or error to me, or any questions
or encouragements. I'll try to update this note again as discussions
develop.
