Programs which display a FITS image are free to orient it
however they wish. Some programs will look at the header
and try to figure out which way is North, and which East,
and then display the image in the standard astronomical
convention (North up, East left). Other programs just
put the first pixel at the top left, or at the bottom left.
There are no official rules.
