Tom,
You would need a static IP address and DSL would be your best bet
but yes you'd need to wait a long time for that to come to you.
Wireless (cell phone) links and Cable TV would not provide the
static address you'd like to have to run a server.
Your best bet is to do it "the old way". That is how we connected
to the Internet back before the advent of commercial ISPs: You had
to know someone who was already on the 'net and beg him to let you
run a wire to him. One problem with begging is you would have to
provide the wire that goes direct to your friend who was the connection.
If he is not in the next building the wire costs a bundle.
So Tom. I'm sure you have a friend with a good Internet connection.
All you need is a point to point link to him. Maybe a big spool of fiber,
a microwave or IR laser, but you could also look into using this:
