  The site column implicitly defines what is placed in the magnitude column,
so mixing and matching should be ok.  The main purpose is to archive the
data as presented in the paper.  I would add a few header lines to the
data file that indicate the format and what is placed in each column (that
is better than text in the paper, as it is then hard-coded into the datafile
and can't be separated).  Usually such header lines have '#' in the first
column so that they can be easily stripped off during software reading.
