  The "newvar.cat" catalog lives at

Here are the first few lines:

2000 003852.95 +453350.3 TmzV64 12.6 <15.0p ?

  I'd bet that

     col 1: equinox of position
     col 2: Right Ascension, in format HHMMSS.ss
     col 3: Declination, in format +DDMMSS.s
     col 4: name
     col 5: V-band magnitude?  brightest magnitude?
     col 5: photographic magnitude?  faintest magnitude?
     col 6: type of variable

  I couldn't find a page describing the format, either, 
but these are my guesses.
