Ah, Michael R., but what you are describing is how to
find *new* asteroids.  TOM1 is not likely to find anything
new since the asteroid population at V=14 is nearly complete.
The real problem is to find *known* asteroids within
the TOM1 database.  Surely any object that has a good
V/Ic pair that does not match a known UCAC star is
a good candidate.  So my approach would be:
  - remove all matches with known stars
  - for the remainder, compare against something like
    MPChecker, though in an automated fashion
The pipeline astrometry is good enough that it should be
straightforward to compare the stellar rejects against
known orbits.  The astrometry is probably too poor to
provide useful positions to the MPC, but that could be
considered as well.
