Alternate RA Drive

Reading the HAT paper, I am reminded that there is an alternate way to 
drive the RA axis.  If you have a good real time system, you can single 
step the RA drive through the Stamp.  It needs to go about 7 steps per 
second.  The Stamp can handle this, so it is quite possible to do away with 
the somewhat temperature dependent VCO system.  Assuming you have your real 
time Linux system connected to a good clock somewhere, you can drive the RA 
very precisely.
