New Reference Catalog

Possibly I have convinced some of you to get together and generate a better 
reference catalog.  Possibly one or two of you will go it alone.  I always 
like to try to get people to share a task.  But I accept either solution.

What I need first is a catalog that covers -6 to +18.  I have been taking 
data there since last November, and I have proper flats and darks for most 
of it.  There are 10 to 20 measurements for many stars in this region 
covering nearly 180 degrees in RA.  Enough for a good test, I think.

Michael has advised me that we can separate the astrometric and photometric 
catalog steps.  So I can process the data now, all I need is the 
photometric catalog.
