This is a contradiction of terms.  It is either GPL'd or 
public domain, but can't be both.  The two are incompatable.

You might say "The code shall be released under one of the OSI
approved licenses with GPL being preferred.  See
http://opensource.org/licenses/
for the list of approved licenses."
