The Overlap Problem

Last night I ran in a mode where I stepped up in 4 degree steps in dec
while tracking in ra.  Tiles were taken 0, 4, 8, and 12 degree dec
centers.  Attached is a typical plot.  As can be seen, the values taken at
0 deg dec are constant, as are the values taken at 4 degree dec (center). 
The two values differ.  Sigh!

Keeping the measurements separate by tile makes the data more useful, I
think.
